Dr. Sarro's recent experience involving public policy includes: Theoretical and Empirical Research Prior to, and during, Mark's consulting career, he has performed rigorous economic research of issues with public policy implications. Mark's academic research focused on the importance of both financial and non-financial factors in household economic decision-making. Specifically, he developed a theoretical basis for, and reported empirical evidence on, the interrelated behavioral economic decisions to have children, marry, work, and/or participate in a welfare program. Mark also has researched policy-related issues regarding regulated utilities the wireless telecommunications industry. Child Support Mark's involvement in public policy matters includes the economics of child support. Mark testified before the New Hampshire Senate Ways and Means Committee regarding proposed legislation to modify the state's child support formula. Currently, he is an appointed member of the Massachusetts Trial Court's Child Support Guidelines Task Force, which is conducting a comprehensive review of the Massachusetts Guidelines, including their underlying principles, assumptions, and economic approach. In addition, Mark has provided expert opinions regarding the appropriate amount of child support in a specific divorce matter. Campaign Consulting Mark has consulted to candidates for local and statewide public office on a range of issues including the development and articulation of policy positions, grassroots campaigns, and campaign finance. He has chaired local campaigns for candidates in Massachusetts gubernatorial and state senate races, including former Governor Mitt Romney and State Senator Scott Brown. He also has been an elected member of political town committees, of which he has served as chairman and treasurer. Public Planning Mark is an elected member of the Planning Board in Dover, Massachusetts and an appointed member of the Town's Long Range Planning Committee. This (pro bono) work involves mostly local zoning and land use issues. Mark also has focused much of his attention on issues relating to land conservation and open space preservation. |
